On October 31, 2024, Hechi University (HCU) and Tarlac State University (TSU) in the Philippines conducted an online signing ceremony for the Memorandum of Understanding (MOU) between the two institutions, aimed at exploring future collaboration opportunities. The TSU delegation comprised President Prof. Dr. Arnold E. Velasco, Vice President Dr. Agnes M. Macaraeg, Dean of the College of Education Prof. Dr. Jasper Jay N. Mendoza, and Dean of the Graduate School Prof. Dr. Maria Agnes P. Ladia. Representing HCU were President Prof. Dr. Shaojian Ma ,Vice Presidents Prof. Dr. Yongling Qin and Prof. Weiguo He, Dean of School of Foreign Studies (School of International Education) Prof. Dr. Liqiu Wei, and Deputy Director of Office of International Exchange and Affairs of Hong Kong, Macao and Taiwan, as well as Associate Dean of School of Foreign Studies (School of International Education) Dr. Na Lin. Both delegations attended the Signing Ceremony.
TSU Vice President Dr. Agnes M. Macaraeg delivered the opening remarks, followed by a speech from HCU President Prof. Dr. Shaojian Ma. President Ma expressed his gratitude to TSU leadership for facilitating this virtual exchange and then provided a brief introduction to HCU in terms of academic programs, key disciplines, and international initiatives. He highlighted his hopes for cooperation in various areas, including faculty and student exchanges, scholarships for faculty and undergraduate students, scientific and academic exchanges, access to shared research and laboratory facilities, and international study programs. Emphasizing the importance of fostering innovative development in education and research, President Ma underscored the goal of achieving these through collaborative efforts.

TSU President Dr. Arnold E. Velasco highlighted the monumental significance of this partnership, underscoring TSU’s strong focus on technology-driven research. He expressed his hope that by integrating the distinctive educational resources of both institutions, the two universities could delve into collaborations in science, language, arts, and humanities, thereby advancing the internationalization of education for both parties.

Subsequently, the two universities officially signed the MOU. This newly signed MOU provides a solid foundation for broader collaboration and exchanges, enhancing cultural exchange and educational cooperation between the two institutions.
