International Students

ChapterⅠ General Provisions

Article 1 These Regulations are formulated in accordance with Education Law of the People's Republic of China, Higher Education Law of the People's Republic of China , Regulations of the People’s  Republic of China on Administration of the Entry and Exit of Foreigners, Regulations on Higher Education Institutes Accepting Foreign Students, On The Trial Measures on Conferring China’s Academic Degrees on Foreign Students and the practical conditions of Hechi University, for the purposes of promoting international exchange and cooperation.


Chapter Ⅱ Management System

Article 2 International students are an important part of the students in our university. All departments concerned have the mission and responsibility to incorporate the cultivation and education of foreign students into the department’s overall plan and adhere to the policy --expanding the scale, improving the level, ensuring the quality and standardizing the management.

Article 3 To achieve the strategic goal of building our university into a higher level local undergraduate institution, the University encourages every school to accept and cultivate international students, and teachers to participate in specialized courses and general courses.

Article 4 The University establishes the management system for international students in accordance with the relevant laws and regulations of China, and International Exchange Office, as an administrative department of international affairs for the University, takes charges of the macro-management, guidance and Regulations of Hechi University on Administration of

International Students

ChapterⅠ General Provisions

Article 1 These Regulations are formulated in accordance with Education Law of the People's Republic of China, Higher Education Law of the People's Republic of China , Regulations of the People’s  Republic of China on Administration of the Entry and Exit of Foreigners, Regulations on Higher Education Institutes Accepting Foreign Students, On The Trial Measures on Conferring China’s Academic Degrees on Foreign Students and the practical conditions of Hechi University, for the purposes of promoting international exchange and cooperation.


Chapter Ⅱ Management System

Article 2 International students are an important part of the students in our university. All departments concerned have the mission and responsibility to incorporate the cultivation and education of foreign students into the department’s overall plan and adhere to the policy --expanding the scale, improving the level, ensuring the quality and standardizing the management.

Article 3 To achieve the strategic goal of building our university into a higher level local undergraduate institution, the University encourages every school to accept and cultivate international students, and teachers to participate in specialized courses and general courses.

Article 4 The University establishes the management system for international students in accordance with the relevant laws and regulations of China, and International Exchange Office, as an administrative department of international affairs for the University, takes charges of the macro-management, guidance and coordination for foreign student affairs. International Exchange Office appoints designated personnel, whose main responsibilities are to work out foreign student enrollment measures, publicize the enrollment brochures, to contact overseas colleges and universities, to handle the procedures for foreign students’ coming to China, residents permit and exit, to receive foreign students at the airport and run daily management. It also coordinates with such relevant departments in the university as Teaching Affairs Department, Student Administration Department, Rear-Service Department and Security Department and accommodates students. The schools in which foreign students study are responsible for specific management and guidance on foreign students affairs, and shall appoint a leader to take charge of the teaching affairs and a teacher to undertake the specific work for foreign student affairs and keep in close touch with International Exchange Office.

Article 5 Specific Responsibilities for Each School and Department

1.Teaching Affairs Office

(1) To coordinate the teaching tasks for international students and make an overall arrangement for teaching experiment field and facilities, etc.

(2) To examine and approve the teaching tasks and workload for specialized course teachers.

(3) To manage foreign students’ academic record.

(4) To make the transcripts both in Chinese and English for international students.

2. Student Affairs Administration Department

To be responsible for strengthening the micro management and guidance for head teachers of international students, calculating the subsidy for head teachers and managing the rewards and punishment for international students.

3. Finance Department

To be in charge of collecting the tuition fees for international students and paying the teaching subsidy for the specialized course teachers and head teacher subsidy for head teachers.

4. Rear-Service Department

To arrange apartments for international students

5. Security Department

To be responsible for the safety and security of international students, including checking the facilities and devices against burglary and fire in international student apartments and assisting in handling the cases in which foreign elements are involved in accordance with the law.

6. Library

To provide international students with such services as borrowing books and information search etc.

7. The Clinic

To take charge of the medical care for foreign students according to law.

8. All schools of the University

(1) To make a plan on training international students.

(2) To exam and verify the professional qualifications of international student admission.

(3) To organize and arrange the teaching, tours/ visits and internship specified in the teaching.

(4) To coordinate with schools to which international students belong for arranging their specialized Chinese courses.

(5) To arrange head teachers and mentors for international students and make learning plan for them and determine their textbooks.

(6) To guide international students in selecting courses based on the teaching requirements and the practical conditions and characteristics of their home countries.

(7)When organizing their teaching internship and social practice, the school shall arrange for them to work with the Chinese students in the University. On choosing the sites for their internship or practice, the school shall abide by relevant regulations concerning foreign affairs and submit relevant documents to International Exchange Office, who hereafter shall apply to the Exit- Entry Administration of Public Security Bureau and departments concerned.

(8) To manage international students’ academic record.

(9) To assist International Exchange Office to handle affairs of their daily life and foreign affairs concerned.

(10)To assist International Exchange Office to examine and evaluate their qualifications for applying for Chinese Government Scholarship and the scholarship set by the University.

(11) Other matters not mentioned herein shall be settled through negotiation and coordination between International Exchange Office and departments concerned.


Chapter Ⅲ Enrollment and Admission of Foreign Students

Article 6 Strictly adhering to the relevant provisions of China and Guangxi Zhuang Autonomous Region, the University works out the measures on Enrollment of International Students and publicizes the Admission Brochure. The University recruits international students and publicizes the itemized charges according to laws. All the charges shall be calculated and collected in Reminbi(yuan).

Article 7 The University accepts qualified inter-collegiate exchange students and self-financed international students. The University conducts the verification of admission qualification, examination or evaluation for the applicants who apply to study in our university. Admission standards are decided by the University. Those who use Chinese in degree education shall take the Chinese proficiency test.

Article 8 Those who apply to study in our university shall have relevant qualifications and are qualified for admission, have reliable financial guarantor and the guarantor in China. Applicants shall be healthy with no criminal record and willing to abide by China’s laws and regulations and Chinese customs.

Article 9 The University accepts international students who have been admitted by other colleges and universities in China but are wishing a transfer to our university. In this case, the applicant shall get the written transfer agreement from his/her previous college or university in China.

Article 10 International Exchange Office assists international students to handle procedures for their coming to China, and the expense shall be borne by foreign students themselves. Procedures for entry and exit and resident permit shall be processed in accordance with Regulations on Higher Education Institutes Accepting Foreign Students.


Chapter Ⅳ Enrollment and Registration

Article 11 The admitted students shall hold the Admission Notice From Hechi University or invitation letter, valid passport (shall be valid for more than year), visa, health certificate and other relevant documents required by the University to process admission procedure at International Exchange Office within the specified period. Those who transfer from other schools in China shall get the Transfer Certificate from the international affairs administrative department of their previous schools.

Article 12 After the registration, the University shall recheck their Chinese proficiency and major study. The recheck shall be conducted by relevant schools. Those who are not qualified shall be handled separately depending on individual situations and the worst scenario will be cancellation of the admission eligibility.

Article 13 After the registration, following relevant regulations, international students shall take the physical check-up in designated physical examination institutions (those who plan to stay in China for less than one year and have the form of Physical Examination Record for Foreigners, do not need to take the check-up.) and apply for resident permit. All the expense shall be covered by students themselves. Those who fail physical checkup shall be disqualified from admission eligibility.

Article 14 Current students who do not apply for a delay for registration according to relevant regulations and fail to register after 15 days overdue will be automatically regarded as giving up the admission. Those who for some reasons are not able to register within the specified time period shall apply for permission for leave or a delay for registration, otherwise, he or she will be treated as a truant.

Article 15 Those who fail to pay the tuition fees and settle relevant formalities as required by the university shall not get registered and will not be allowed to select courses or participate in the academic activities and examinations for the current school year.


ChapterⅤ Academic Study Management

Article 16 After the registration, international students shall apply for the campus card “Yi Ka Tong”(一卡通 in Chinese, a card to use in the library, canteens and shops on campus) and students’ ID card. For borrowing books and library services students need to activate the campus card at the library.

Article 17 International students should consciously follow study disciplines, such as attending class on time, not skipping school, not being late for class and not leaving class before the teacher permits. Those who cannot attend classes because of illness or personal affairs shall ask for leave. Those who do not ask for leave or fail to get the approval of leave will be treated as absence from class.

Article18 International students’ medical leave shall be examined and approved by relevant schools and International Exchange Office, with the medical certification from the hospital attached. One-day leave shall be approved by the head teacher, two-day leave by the student advisor and seven-day leave by International Exchange Office. In principle, leave for personal affair shall not be more than 7 days. If any unusual case, it shall be submitted to the University for approval.

Article 19 When the procedures for leave have been done, on the same day, the student shall hand in the Leave Application Form to the office of relevant school for record and one copy of the form to International Exchange Office. When returning to school, the student shall register and apply for cancellation of the leave at the office of relevant school. Those who fail to return to school within the due time and do not apply for the extension of the leave shall be treated as absence from classes during the overdue leave. The procedure for extension of the leave remain the same as that for permission of leave.

Article 20 The schools shall arrange the academic study for international students in line with the teaching plans and carry out educational and teaching activities based on their psychological and cultural characteristics. On the premise of ensuring the teaching quality, appropriate adjustment of their compulsory courses and selective courses can be made.

Article 21 Chinese and Introduction to China shall be the compulsory courses for international students who accept degree-education. Ideological and Political Theory shall be the compulsory course for those who major in philosophy, politics and economics; students of other majors may be exempt from it.

Article 22 Regulations of Hechi University on Student Administration (Trial) (No.99, issued in 2009.) can be referred to for International Students’ changing majors, temporary suspension of studies, permanent suspension of studies, resumption of studies, drop-out, attendance, graduation, completion and incompletion, etc. Regulations of Hechi University on the Management of Academic Records Under the Credit System (Trial) (No.53, issued by Department of Teaching Affairs in 2010) can be referred to for the academic assessment and records of international students. Regulations of Hechi University on the Management of Students’ Make-up Exams, Retaking Courses and Retaking Exams (No.51, issued by Department of Teaching Affairs in 2010) can be referred to for international students’ make-up exams, retaking courses and retaking exams. Regulations of Hechi University on Students’ Exemption From Courses, Lectures and Exams (No.52, issued by Department of Teaching Affairs in 2010). Specific Rules of Hechi University on Management of Students’ Selecting Courses (Trial) (No.50, issued by Department of Teaching Affairs in 2010) can be referred to for International students’ selection of courses.


Chapter Ⅵ Rights and Obligations

Article 23 According to laws, international students enjoy the following rights when in our university,

1.To participate in the activities held in line with the educational and teaching plan, and to have access to educational and teaching resources provided by the University.

2. To join in social service, recreational and sporting activities, etc.

3. To apply for Chinese Government Scholarship, Chinese Government Grants and the scholarships set by the University, etc.

4.To get a fair assessment in respect of morals and academic achievement, to complete the specified academic study required by the University and to obtain relevant academic certificate, degree certificate or certificate of completion on the condition that students meet relevant standards.

5. Other relevant rights specified by laws and regulations of China.

Article 24 International Students shall fulfill the following obligations according to laws,

1.To obey constitution, laws and regulations of China.

2.To follow the rules and regulations specified by the University.

3. To work hard and complete the required academic study.

4. To pay the tuition and relevant fees in line with the regulations

5. To comply with code of university student conduct, to respect the old and love the young, to respect teachers and to develop a good habit in morals and conduct.

6. To fulfill other relevant obligations specified by laws and regulations of China.

Chapter Ⅶ  Dormitory Management

Article 25 International students shall obey the regulations on student dormitory management and shall be subject to the arrangement by International Exchange Office and dorm supervisors. Students shall live in the appointed rooms and shall not change rooms privately or forcibly occupy rooms. Students shall not move out to live off campus. Students shall observe the rules and regulations on visitor reception. Visitors shall get registered at relevant office. Those who are not members of the dormitory are not allowed to stay overnight in the dormitory.  

Article 26 A duty office is set up for student apartment building and is on duty 24 hours every day. Apartment building gate opens at 6:00 am and closes at 23:30. Students shall observe the school timetable. Those who return later than the specified time shall offer to show valid ID certificate and get registered.

Article 27 International students shall keep the dormitory clean and neat and shall not disturb others’ study and rest. Facilities in the dormitory shall be protected carefully and kept in good condition. It is forbidden to damage, disassemble and refit the installations and power lines in the dormitory. Compensation for any damage or loss of public property shall be paid according to cost.

Article 28 Saving water and electricity is strongly advocated. International students shall obey the fire-prevention regulations and take strict precautions against fire. Inflammable and explosive materials are strictly forbidden in the dormitory. Whoever causes fire hazard shall compensate all the economic loss.

Article 29 International students who leave the city where their university is located shall report to the relevant school in advance, and the school shall notify International Exchange Office. If they need to stay in the hotel or lodge at friends’, they shall go through relevant procedures for Alien’s Temporary Accommodation.

Article 30 International students who have graduated and will return to their home country shall move out of the dormitory within two days after the leaving procedures are done.


Chapter Ⅷ Campus and Extracurricular Activities

Article 31 International students shall observe Chinese laws and regulations and respect Chinese social morality and customs.

Article 32 International students may volunteer for public service activities. Upon the approval from the university, they may set up associations and carry out activities within the designated locations. They shall be subject to the university’s leadership and management. Cross-university activities are not allowed.

Article 33 International students shall follow the code of citizen ethics and management system of the university, create and maintain a civilized, clean and tidy, beautiful and safe learning and living environment as well as a harmonious campus. Behaviors that are against the public security administration regulations are not allowed, like excessive drinking, fighting, gambling, drug taking and act of spreading, reproducing and selling illegal books and audio-visual products, etc. Participation in illegal pyramid scheme, heresy and superstitious activities is not allowed. Involvement in activities that comprise university students’ image and social morality is not allowed.

Article 34 The University advocates and supports International students to join in various activities organized by Student Unions. They may also volunteer in the celebrations for important Chinese festivals.  

Article 35 The University respects the customs and religious beliefs of international students, but does not provide places for religious ceremony. Upon the approval from the University, international students can, within designated locations, organize celebration activities for their important festivals. The celebrations must not contain any verbal act against other nations, or any behavior in violation of social morals. Preaching to Chinese citizens and organizing religious gatherings are strictly prohibited.

Article 36 International students enjoy Chinese holidays, winter vacation and summer vacation. The University does not give them a holiday for their festivals. If they need to have a holiday or hold relevant celebration activities, they shall apply to International Exchange Office in advance.

Article 37 International students may, with the library card, borrow books of public issue at the library. If they need to refer to restricted data for the need of their special major, they shall in advance get the permission from relevant schools, International Exchange Office and the library.

Article 38 International students, during their study in the university, shall not obtain employment, do business or engage in other commercial activities.

Article 39 When international students need to go off campus for investigation needed for their academic study, they shall first hand in their internship plan for approval from relevant school, Student Affairs Administration Department and International Exchange Office.

Article 40 International students must obey Chinese laws and regulations for activities like publishing, association, assemblies, parade, and demonstration, etc. When conducting religious activities within the territory of China, they shall obey the Regulations of P.R. China on Religious Activities for Foreigners Within Chinese Territory.

Article 41 International students shall follow regulations on Internet Use and Administration specified by China and the University. They shall not lodge in illegal websites or spread harmful information.


Chapter Ⅸ Rewards and Punishment  

Article 42 The University gives recognition and rewards to international students who are well developed in morals, intelligence, physique and aesthetics or have outstanding performance in morals, academic achievement, extracurricular activities, and social service. Temporary Measures of Hechi University on Rewards for Students (No.175, issued in 2005) can be referred to for the recognition and rewards for them.

Article 43 International students who violate disciplines and regulations of the University are given educational criticism or relevant punishment according to Temporary Measures of Hechi University on Treatments for Students in Violation of Disciplines (No.175, issued in 2005).

ChapterⅩ Management on Exit, Entry and Residence Permit

Article 44 International students shall hold ordinary passports. X-visa (study visa) is needed for the entry into China for long-term study (more than 6 months),and L-visa for short-term study.

Article 45 After the registration at the University, X-visa holders, with the assistance of International Exchange, must apply to the local Exit-entry Administration Department of Public Security Bureau for residence permit within 30-day validity of the visa.

Article 46 Residence permit holders who transfer from other cities of Guangxi and apply to study in our university shall, within 20 days upon arrival, go through the procedures for the change of the address of the residence permit and extension.

Article 47 International students (except residence permit holders) who go out of China (including Hong Kong, Tai Wan and Macao) to visit relatives or travel shall, in advance of 20 days, hold their valid ID documents and the certification issued by International Exchange Office to apply to the local Exit-entry Administration Department of Public Security Bureau for re-entry visa, which is valid for only 1 entry. International students must enter China and return to school before the re-entry visa expires.

Article 48 International students who still need to study in China after their X-visa or residence permit expiring must, in advance of 1month from the expiration date, apply for extension with the assistance of International Exchange Office.

Article 49 International students must pay attention to the validity period of their residence permit or visa. The punishment caused by failure to apply for extension after the expiration date or by overdue entry shall be borne by students themselves.

Article 50 International students who leave China after the completion of their academic study shall hold their valid passport to exit before their visa or residence permit expires. Those who, for some reasons, are not able to exit must submit the application and, upon approval, go through the procedures for relevant visa or extending the residence permit.

Article 51 Visas and ID documents are forbidden to be altered or damaged privately. Foreigners’ residence permit must be properly kept. if it is lost, report the loss immediately in order to invalidate the lost permit and apply for the re-issuance of it.

Article 52 All the expenses for residence permit, visa and extension shall be borne by international students themselves.

Article 53 In principle, the University does not invite international students’ relatives to accompany. In special cases, their relatives may, with the certifications issued by Hechi University, apply for L visa to Chinese embassies or consulates overseas,

Article 54 Usually, there is no permission for travel during their study. If they need to for special reasons, they shall get the approval from the University in advance. Those who leave Yizhou during holidays or vacations shall notify the university and may leave upon the permission from the university. Those who intend t to go to non-open areas in China for travel, visit and investigation shall apply in advance of one month and may set out upon the approval from relevant department. If going to open areas, they shall first go through the procedures of report and record. They shall fill in the application form and go through the report procedure (Refer to Procedure for application for leave). Then they shall hand in the approved Form of Application Report to International Exchange Office for record.

Article 55 Before they leave the university(due to transfer to another university, temporary suspension of academic study, drop-out, completion of academic study, graduation), they must settle the leaving procedures in line with relevant regulations, pay all the fees concerned, return all the relevant articles, books and certificates and leave China within the specified time.

Article 56 International students shall pay attention to personal and property safety. If anything abnormal arises, they shall report to relevant school, International Exchange Office and Security Department in time.


Chapter Ⅺ  Supplementary Provisions

Article 57 Matters not mentioned in the above regulations can be settled by reference to Regulations of Hechi University on Student Administration (Trial) (No.99, issued .in 2009..) and other relevant regulations.

Article 58 The right to final interpretation of this regulation belongs to International Exchange Office of Hechi University.

Article 59 This Regulation shall be effective as of the date of issuance.











 留学生安全手册

Safety Manual For International Students


1. 房间内禁止使用电炉、电饭锅、烧水壶等电器及任何 800W以上的大功率电器;否则,由此引起的火灾等安全事故,由本人承担一切责任并负责赔偿。

The use of electric stovesrice cookerskettles and any high-power electrical appliancesin student dormitories is strictly prohibited so as to avoid fire and other security accidents.


2. 出门和临睡前检查自家的门、窗、水、电等是否关好,以免发生安全事故.

When you leave the dormitory and before you go to bed, make sure that doors, windows, water, electricity, etc. are closed, so as to avoid security accidents.


3. 室内禁止吸烟,禁止喝酒,不在住所内乱点蜡烛;

No smoking, no drinking, no burning candles in the dormitory.


4. 宿舍中避免存放大量现金,随身不要携带大量现金。银行卡与相关证件分开存放,外出时要锁好防盗门、防盗窗,防止被不法分子入室盗窃。

Avoid to keep a large amount of cash in the dormitory and do not carry a lot of cash with. Bank cards and passports should not be put together.


5. 要警惕上门推销的人员。对于陌生人,不要让其进宿舍,并注意看管好电脑、手机、现金、护照等贵重物品。在洗澡、洗衣服、睡觉时,如果其他舍友不在,请注意关好门窗,防止被不法分子入室盗窃。

Be alert to salespersons. Don’t let strangers. When strangers are around, be sure to take good care of your computer, mobile phone, cash, passport and other valuables. When you are alone in the dormitory,  make sure to close doors (even when you are taking a shower, washing clothes and sleeping), to prevent burglary.


6. 休息时间,禁止大声喧哗。

During break times, don’t not speak loudly.


7. 原则上,男生禁止进入女生宿舍。女生也不可以进入男生宿舍。尤其是过夜。无特殊原因,男生不宜在女生宿舍逗留超过30分钟。

In principle, boys are not allowed to stay in girls’ room, and vise versaespecially for the night.Without any special reasons, boys had better not to stay more than 30 minutes in girls’ room.


8. 不得将钥匙转交或私配给任何人。离校退房时必须将房间钥匙退还给国际交流处。否则由此产生的一切经济和法律后果由其本人负责。

Do not give the room key to anyone. You must return your room key to the International Affairs Office when you leave school. Otherwise, you should take the responsibility for the loss.


9.应避免夜间或单独出行;

You should avoid going out at night or alone. It is advised to have friends around when going out.


10. 晚上回校不要太晚,以免影响第二天上课。宿舍大门于1130关门。

Do not come back too late at night . The dormitory gate closes at 11:30 pm.


11..不要将个人护照、学生证、食堂卡等个人证件借给他人,以免带来不必要的麻烦;Do not lend personal documents to others such as  passport, student ID card, campus card and so on, so as not to cause unnecessary trouble;


12.不要将个人信息资料(包括住址、手机号码等)随意提供给他人,以防被人利用;

Do not send personal information (including address, mobile phone number, etc.) to others, to prevent being used in ill means;


13. 不要轻易相信陌生人,更不要将钱借给不了解的陌生人;

Don't trust strangers easily, or lend money to strangers you don't know;


14. 不要轻易相信网络或手机信息; 注意识别假网站、假链接,网上支付时使用比较安全的安付通、支付宝、U盾等网上支付工具。调查显示,80%以上的网上购物诈骗是因为没有通过官方支付平台的正常交易流程进行交易。

Think twice when you come across online information or text messages you receive. Be alert to fake websites and fake links which will result in fraud. For online payment, it is advised to use safe online payment tools like Alipay and Wechat Pay. According to the survey, more than 80% of online shopping fraud is due to transactions that have not been done through the normal transaction process of the official payment platform.


15. 如果发现自己身体不适,请及时就医。如果不知道在宜州如何看病,请务必向老师咨询。千万不要因为怕麻烦而耽误治疗;

If you find you do not fee well, see the doctor in time. If you don’t know how to see the doctor in Yizhou, don’t hesitate to consult the teacher for information.Do not delay the medical treatment.


16. 凡是外出离开宜州的,务必提前告知国际交流处办公室,并与老师和同学保持联系;

If you want to leave Yizhou for trips, always make sure to let teachers know and get the permission. Always keep in touch with teachers and friends anywhere and anytime.


17. 不乘坐超过3人的电动车;不下河游泳,严防溺水;不进营业性网吧、歌舞厅、游戏机室、酒吧等场所, 禁止参与打架与赌博。

Do not ride more than 3 persons on a scooter/electrombile.

Do not swim in the river.

Do not go to cybercafecomputer games rooms, bars/pubs/clubs outside the campus.

No fighting and no gambling.


18.远离行为不端的人,不结交校外社会靑年,与陌生人打交道要小心谨慎,防止上当受骗。

Get away from misbehaved people. Be careful with strangers to prevent deceit

19. 在商店购买较大金额的物品时应向售货员索取发票,以便发现质量问题,凭发票向商店调换或退货;

When purchasing a large amount of goods in a store, remember to ask for the invoice/receipt. Should there be any quality problem, the invoice /receipt will be helpful.


20. 在取款机(ATM)上取款时,遇到身边有人时,不轻易输入密码;遇到取款机发生故障时,不要离开取款机,立即拨打银行电话。

When withdrawing money on the ATM, be careful when you input the password; If the ATM is out of order, do not leave the machine. Phone the bank or friends for help immediately.


21. 遵守交通法规,注意交通安全;穿越马路要走人行横道线,不闯红灯,不骑车逆向行驶;靠右行走;

Obey the traffic rules and regulations. Do not run the red light. Walk on the pavement when crossing the road. Keep to the right side. Reverse driving is not allowed.


22 无中国合法驾照者,严谨驾驶机动车(汽车、摩托车等);

27. 留学生可以在课余时间到外地旅游。

外出旅行时,一定要带上护照,并要保管好证件和贵重物品。

旅游的地点,一定要选择中国境内对外国人开放的地区。未经允许,不得进入未对外国人开放的地区和场所。

旅行只能在周末、节假日和寒暑假里进行。学习期间不能请假外出旅行。

International students can travel in your spare time.

Be sure to bring your passport with you while you are traveling, take good care of your ID documents and valuables.

You are allowed to visit places/attractions open to foreigners. Without permission, foreigners are not allow to visit places that are not open to foreigners.

Travel can only be done on weekends, holidays and summer/winter holidays. During the study period, it is not allowed to go for trips.

X1签证的外国留学生,须在入境之日起30天内申请换发居留许可。

International students should take good care of your passport, and pay attention to the visa, residence validity, and must exit before the visa expires. Otherwise, you should take the responsibility for overdue stay.

29. 持学习类居留证件的外国人需要在校外勤工助学或者实习的,应当经所在学校同意后,向公安机关出入境管理机构申请居留证件加注勤工助学或者实习地点、期限等信息。留学生要做符合签证要求的事情,你们的签证是学习,不能从事其他,比如经商,工作等。
   持学习类居留证件的外国人所持居留证件未加注前款规定信息的,不得在校外勤工助学或者实习。

30. 外国人在中国居民家中住宿,在城镇的,须于抵达后24小时内,由留宿人或者本人持住宿人的护照、证件和留宿人的户口簿到当地公安机关申报,填写临时住宿登记表;在农村的,须于72小时内向当地派出所或者户籍办公室申报。

31. 《中华人民共和国外国人入境出境管理法实施细则》第四十二条规定:对非法居留的外国人,可以处警告或者每非法居留一日,处500元罚款,总额不超过5000元,或者处3日以上、10日以下的拘留;情节严重者将被限期离境。

Foreigners who illegally stay in China in contravention of the provisions of Articles 16, 19 and 20 of the present Rules may be served a warning, fined 500 yuan (RMB) per day for the period of his/her illegal stay in China with the total sum of fine not exceeding 5,000 yuan (RMB), or detained from 3-10 days. Those whose offenses are serious may at the same time be ordered to leave the country within a specified time.

Content:

1. To ensure your safety, you are required to inform the office

teachers (Ms Linda/Ms Meng) whenever you leave Yizhou for

traveling or other private reasons, and keep in touch with teachers

and your friends anytime anywhere.

If you leave Yizhou without notice and out of contact for

more than 7 days, a report will be submitted to the immigration

department and your residence permit will be cancelled.  

2. Observe the university regulations. Do not go out after 11:30 p.m. without fair reasons. Make sure to come back to dorm before

11:30 p.m..

It is required to show your ID and register your information at the guard room for going out/coming back after 11:30 pm. Otherwise, you are not allowed to go out/come in.

From today on, bring your student ID card with you. Register if you go out/come back after 11:30 p.m..





3. Do not bring strangers (people who are not your schoolmates) to dormitory. Do not let them stay at dorm for the night.

4. Be careful when you drive a scooter. Slow down the speed,

observe traffic regulations and pay attention to the traffic safety.

Do not ride more than 2 persons on a scooter.

There are designated places for parking and charging your scooter.

Do not use the emergency power for charging.

5. Absence and final examination qualification: if you are absent

from classes for more than 3 times for a course, you are

disqualified for final examination of that course. You are required

to pay and repeat the course.

6. Academic work shall not be affected/delayed/given up by

off-campus internship/work. It is prohibited to work in such places

as KTV, bars, pubs and other places involved entertainment,

gambling, prostitution, gang, drug etc.. Students are not allowed to

do business or other commercial activities. Don’t work off-campus

before adding work-study note to residence permit is approved.

At the end of the month and the beginning of the month are the busiest period for the bank, while it is less busy in the middle of the month. It is suggested to come in the middle of the month.

2. During 12:00-14:30, only one counter can provide service. Try to avoid this period for business.

3. It is preferable that you are accompanied with a Chinese who is proficient in English or your mobile phone is equipped with translation APP.

Opening an Account

1. Passport review: make sure your passport and visa are valid

2. Prepare the required fee for opening an account: at least 6 RMB

3. Ensure your mobile phone can be connected and can receive SMS.


Western Union

1. Transaction with a larger amount of money at a time is recommended so as to reduce the number of business operations.

2. Western Union supports five currencies: USD, EUR, GBP, AUD, and JPY. If the local currency used by the remitter is not the five currencies above, the sent money will be automatically exchanged to one of the five currencies above by the remittance company. Please check the currency and amount of money exchanged by the remittance company.

3. The receivers name must be exactly the same as that on the passport. Send your passport page to the sender before sending money to make sure your information is correct.

4. Prepare two photocopies of your passport and fill out the Western Union form. In order to save your time, please consult the reception manager first.

5. Fill out the required information: bank account number, MTCN, amount of money, senders name. Check all the information is correct before handing in to the reception manager.

IV. Notes on Book Borrowing / Returning

1. Books in Room 201, 301, 302, 401 and 402 can be checked out, books, periodicals and newspaper in Room 202, 502 and 505 cant be checked out but for reading in the library only.

2. Each ID can borrow 10 books at most. Please note to return books in 30 days. If books are not returned on time, you are not allowed to borrow any books until you bring back the overdue books.

3. Check to see if there are any marks or torn pages before you borrow and return the books. If there are any stained or torn pages, report to the librarian. Take good care of the library books. Do not stain or damage or write on the books, otherwise you will be fined ( 0.5 RMB/ page). If books are lost, you are required to compensate 3 times of the original price of the lost books.

International Exchange Office appoints designated personnel, whose main responsibilities are to work out foreign student enrollment measures, publicize the enrollment brochures, to contact overseas colleges and universities, to handle the procedures for foreign students’ coming to China, residents permit and exit, to receive foreign students at the airport and run daily management. It also coordinates with such relevant departments in the university as Teaching Affairs Department, Student Administration Department, Rear-Service Department and Security Department and accommodates students. The schools in which foreign students study are responsible for specific management and guidance on foreign students affairs, and shall appoint a leader to take charge of the teaching affairs and a teacher to undertake the specific work for foreign student affairs and keep in close touch with International Exchange Office.

Article 5 Specific Responsibilities for Each School and Department

(5) To coordinate the teaching tasks for international students and make an overall arrangement for teaching experiment field and facilities, etc.

(6) To examine and approve the teaching tasks and workload for specialized course teachers.

(7) To manage foreign students’ academic record.

(8) To make the transcripts both in Chinese and English for international students.

9. Student Affairs Administration Department

To be responsible for strengthening the micro management and guidance for head teachers of international students, calculating the subsidy for head teachers and managing the rewards and punishment for international students.

10. Finance Department

To be in charge of collecting the tuition fees for international students and paying the teaching subsidy for the specialized course teachers and head teacher subsidy for head teachers.

11. Rear-Service Department

To arrange apartments for international students

12. Security Department

To be responsible for the safety and security of international students, including checking the facilities and devices against burglary and fire in international student apartments and assisting in handling the cases in which foreign elements are involved in accordance with the law.

13. Library

To provide international students with such services as borrowing books and information search etc.

14. The Clinic

To take charge of the medical care for foreign students according to law.

15. All schools of the University

(7) To make a plan on training international students.

(8) To exam and verify the professional qualifications of international student admission.

(9) To organize and arrange the teaching, tours/ visits and internship specified in the teaching.

(10) To coordinate with schools to which international students belong for arranging their specialized Chinese courses.

(11) To arrange head teachers and mentors for international students and make learning plan for them and determine their textbooks.

(12) To guide international students in selecting courses based on the teaching requirements and the practical conditions and characteristics of their home countries.

(7)When organizing their teaching internship and social practice, the school shall arrange for them to work with the Chinese students in the University. On choosing the sites for their internship or practice, the school shall abide by relevant regulations concerning foreign affairs and submit relevant documents to International Exchange Office, who hereafter shall apply to the Exit- Entry Administration of Public Security Bureau and departments concerned.

(8) To manage international students’ academic record.

(9) To assist International Exchange Office to handle affairs of their daily life and foreign affairs concerned.

(10)To assist International Exchange Office to examine and evaluate their qualifications for applying for Chinese Government Scholarship and the scholarship set by the University.

(11) Other matters not mentioned herein shall be settled through negotiation and coordination between International Exchange Office and departments concerned.


Chapter Ⅲ Enrollment and Admission of Foreign Students

Article 6 Strictly adhering to the relevant provisions of China and Guangxi Zhuang Autonomous Region, the University works out the measures on Enrollment of International Students and publicizes the Admission Brochure. The University recruits international students and publicizes the itemized charges according to laws. All the charges shall be calculated and collected in Reminbi(yuan).

Article 7 The University accepts qualified inter-collegiate exchange students and self-financed international students. The University conducts the verification of admission qualification, examination or evaluation for the applicants who apply to study in our university. Admission standards are decided by the University. Those who use Chinese in degree education shall take the Chinese proficiency test.

Article 8 Those who apply to study in our university shall have relevant qualifications and are qualified for admission, have reliable financial guarantor and the guarantor in China. Applicants shall be healthy with no criminal record and willing to abide by China’s laws and regulations and Chinese customs.

Article 9 The University accepts international students who have been admitted by other colleges and universities in China but are wishing a transfer to our university. In this case, the applicant shall get the written transfer agreement from his/her previous college or university in China.

Article 10 International Exchange Office assists international students to handle procedures for their coming to China, and the expense shall be borne by foreign students themselves. Procedures for entry and exit and resident permit shall be processed in accordance with Regulations on Higher Education Institutes Accepting Foreign Students.


Chapter Ⅳ Enrollment and Registration

Article 11 The admitted students shall hold the Admission Notice From Hechi University or invitation letter, valid passport (shall be valid for more than year), visa, health certificate and other relevant documents required by the University to process admission procedure at International Exchange Office within the specified period. Those who transfer from other schools in China shall get the Transfer Certificate from the international affairs administrative department of their previous schools.

Article 12 After the registration, the University shall recheck their Chinese proficiency and major study. The recheck shall be conducted by relevant schools. Those who are not qualified shall be handled separately depending on individual situations and the worst scenario will be cancellation of the admission eligibility.

Article 13 After the registration, following relevant regulations, international students shall take the physical check-up in designated physical examination institutions (those who plan to stay in China for less than one year and have the form of Physical Examination Record for Foreigners, do not need to take the check-up.) and apply for resident permit. All the expense shall be covered by students themselves. Those who fail physical checkup shall be disqualified from admission eligibility.

Article 14 Current students who do not apply for a delay for registration according to relevant regulations and fail to register after 15 days overdue will be automatically regarded as giving up the admission. Those who for some reasons are not able to register within the specified time period shall apply for permission for leave or a delay for registration, otherwise, he or she will be treated as a truant.

Article 15 Those who fail to pay the tuition fees and settle relevant formalities as required by the university shall not get registered and will not be allowed to select courses or participate in the academic activities and examinations for the current school year.


ChapterⅤ Academic Study Management

Article 16 After the registration, international students shall apply for the campus card “Yi Ka Tong”(一卡通 in Chinese, a card to use in the library, canteens and shops on campus) and students’ ID card. For borrowing books and library services students need to activate the campus card at the library.

Article 17 International students should consciously follow study disciplines, such as attending class on time, not skipping school, not being late for class and not leaving class before the teacher permits. Those who cannot attend classes because of illness or personal affairs shall ask for leave. Those who do not ask for leave or fail to get the approval of leave will be treated as absence from class.

Article18 International students’ medical leave shall be examined and approved by relevant schools and International Exchange Office, with the medical certification from the hospital attached. One-day leave shall be approved by the head teacher, two-day leave by the student advisor and seven-day leave by International Exchange Office. In principle, leave for personal affair shall not be more than 7 days. If any unusual case, it shall be submitted to the University for approval.

Article 19 When the procedures for leave have been done, on the same day, the student shall hand in the Leave Application Form to the office of relevant school for record and one copy of the form to International Exchange Office. When returning to school, the student shall register and apply for cancellation of the leave at the office of relevant school. Those who fail to return to school within the due time and do not apply for the extension of the leave shall be treated as absence from classes during the overdue leave. The procedure for extension of the leave remain the same as that for permission of leave.

Article 20 The schools shall arrange the academic study for international students in line with the teaching plans and carry out educational and teaching activities based on their psychological and cultural characteristics. On the premise of ensuring the teaching quality, appropriate adjustment of their compulsory courses and selective courses can be made.

Article 21 Chinese and Introduction to China shall be the compulsory courses for international students who accept degree-education. Ideological and Political Theory shall be the compulsory course for those who major in philosophy, politics and economics; students of other majors may be exempt from it.

Article 22 Regulations of Hechi University on Student Administration (Trial) (No.99, issued in 2009.) can be referred to for International Students’ changing majors, temporary suspension of studies, permanent suspension of studies, resumption of studies, drop-out, attendance, graduation, completion and incompletion, etc. Regulations of Hechi University on the Management of Academic Records Under the Credit System (Trial) (No.53, issued by Department of Teaching Affairs in 2010) can be referred to for the academic assessment and records of international students. Regulations of Hechi University on the Management of Students’ Make-up Exams, Retaking Courses and Retaking Exams (No.51, issued by Department of Teaching Affairs in 2010) can be referred to for international students’ make-up exams, retaking courses and retaking exams. Regulations of Hechi University on Students’ Exemption From Courses, Lectures and Exams (No.52, issued by Department of Teaching Affairs in 2010). Specific Rules of Hechi University on Management of Students’ Selecting Courses (Trial) (No.50, issued by Department of Teaching Affairs in 2010) can be referred to for International students’ selection of courses.


Chapter Ⅵ Rights and Obligations

Article 23 According to laws, international students enjoy the following rights when in our university,

6.To participate in the activities held in line with the educational and teaching plan, and to have access to educational and teaching resources provided by the University.

7. To join in social service, recreational and sporting activities, etc.

8. To apply for Chinese Government Scholarship, Chinese Government Grants and the scholarships set by the University, etc.

9.To get a fair assessment in respect of morals and academic achievement, to complete the specified academic study required by the University and to obtain relevant academic certificate, degree certificate or certificate of completion on the condition that students meet relevant standards.

10. Other relevant rights specified by laws and regulations of China.

Article 24 International Students shall fulfill the following obligations according to laws,

7.To obey constitution, laws and regulations of China.

8.To follow the rules and regulations specified by the University.

9. To work hard and complete the required academic study.

10. To pay the tuition and relevant fees in line with the regulations

11. To comply with code of university student conduct, to respect the old and love the young, to respect teachers and to develop a good habit in morals and conduct.

12. To fulfill other relevant obligations specified by laws and regulations of China.

Chapter Ⅶ  Dormitory Management

Article 25 International students shall obey the regulations on student dormitory management and shall be subject to the arrangement by International Exchange Office and dorm supervisors. Students shall live in the appointed rooms and shall not change rooms privately or forcibly occupy rooms. Students shall not move out to live off campus. Students shall observe the rules and regulations on visitor reception. Visitors shall get registered at relevant office. Those who are not members of the dormitory are not allowed to stay overnight in the dormitory.  

Article 26 A duty office is set up for student apartment building and is on duty 24 hours every day. Apartment building gate opens at 6:00 am and closes at 23:30. Students shall observe the school timetable. Those who return later than the specified time shall offer to show valid ID certificate and get registered.

Article 27 International students shall keep the dormitory clean and neat and shall not disturb others’ study and rest. Facilities in the dormitory shall be protected carefully and kept in good condition. It is forbidden to damage, disassemble and refit the installations and power lines in the dormitory. Compensation for any damage or loss of public property shall be paid according to cost.

Article 28 Saving water and electricity is strongly advocated. International students shall obey the fire-prevention regulations and take strict precautions against fire. Inflammable and explosive materials are strictly forbidden in the dormitory. Whoever causes fire hazard shall compensate all the economic loss.

Article 29 International students who leave the city where their university is located shall report to the relevant school in advance, and the school shall notify International Exchange Office. If they need to stay in the hotel or lodge at friends’, they shall go through relevant procedures for Alien’s Temporary Accommodation.

Article 30 International students who have graduated and will return to their home country shall move out of the dormitory within two days after the leaving procedures are done.


Chapter Ⅷ Campus and Extracurricular Activities

Article 31 International students shall observe Chinese laws and regulations and respect Chinese social morality and customs.

Article 32 International students may volunteer for public service activities. Upon the approval from the university, they may set up associations and carry out activities within the designated locations. They shall be subject to the university’s leadership and management. Cross-university activities are not allowed.

Article 33 International students shall follow the code of citizen ethics and management system of the university, create and maintain a civilized, clean and tidy, beautiful and safe learning and living environment as well as a harmonious campus. Behaviors that are against the public security administration regulations are not allowed, like excessive drinking, fighting, gambling, drug taking and act of spreading, reproducing and selling illegal books and audio-visual products, etc. Participation in illegal pyramid scheme, heresy and superstitious activities is not allowed. Involvement in activities that comprise university students’ image and social morality is not allowed.

Article 34 The University advocates and supports International students to join in various activities organized by Student Unions. They may also volunteer in the celebrations for important Chinese festivals.  

Article 35 The University respects the customs and religious beliefs of international students, but does not provide places for religious ceremony. Upon the approval from the University, international students can, within designated locations, organize celebration activities for their important festivals. The celebrations must not contain any verbal act against other nations, or any behavior in violation of social morals. Preaching to Chinese citizens and organizing religious gatherings are strictly prohibited.

Article 36 International students enjoy Chinese holidays, winter vacation and summer vacation. The University does not give them a holiday for their festivals. If they need to have a holiday or hold relevant celebration activities, they shall apply to International Exchange Office in advance.

Article 37 International students may, with the library card, borrow books of public issue at the library. If they need to refer to restricted data for the need of their special major, they shall in advance get the permission from relevant schools, International Exchange Office and the library.

Article 38 International students, during their study in the university, shall not obtain employment, do business or engage in other commercial activities.

Article 39 When international students need to go off campus for investigation needed for their academic study, they shall first hand in their internship plan for approval from relevant school, Student Affairs Administration Department and International Exchange Office.

Article 40 International students must obey Chinese laws and regulations for activities like publishing, association, assemblies, parade, and demonstration, etc. When conducting religious activities within the territory of China, they shall obey the Regulations of P.R. China on Religious Activities for Foreigners Within Chinese Territory.

Article 41 International students shall follow regulations on Internet Use and Administration specified by China and the University. They shall not lodge in illegal websites or spread harmful information.


Chapter Ⅸ Rewards and Punishment  

Article 42 The University gives recognition and rewards to international students who are well developed in morals, intelligence, physique and aesthetics or have outstanding performance in morals, academic achievement, extracurricular activities, and social service. Temporary Measures of Hechi University on Rewards for Students (No.175, issued in 2005) can be referred to for the recognition and rewards for them.

Article 43 International students who violate disciplines and regulations of the University are given educational criticism or relevant punishment according to Temporary Measures of Hechi University on Treatments for Students in Violation of Disciplines (No.175, issued in 2005).

ChapterⅩ Management on Exit, Entry and Residence Permit

Article 44 International students shall hold ordinary passports. X-visa (study visa) is needed for the entry into China for long-term study (more than 6 months),and L-visa for short-term study.

Article 45 After the registration at the University, X-visa holders, with the assistance of International Exchange, must apply to the local Exit-entry Administration Department of Public Security Bureau for residence permit within 30-day validity of the visa.

Article 46 Residence permit holders who transfer from other cities of Guangxi and apply to study in our university shall, within 20 days upon arrival, go through the procedures for the change of the address of the residence permit and extension.

Article 47 International students (except residence permit holders) who go out of China (including Hong Kong, Tai Wan and Macao) to visit relatives or travel shall, in advance of 20 days, hold their valid ID documents and the certification issued by International Exchange Office to apply to the local Exit-entry Administration Department of Public Security Bureau for re-entry visa, which is valid for only 1 entry. International students must enter China and return to school before the re-entry visa expires.

Article 48 International students who still need to study in China after their X-visa or residence permit expiring must, in advance of 1month from the expiration date, apply for extension with the assistance of International Exchange Office.

Article 49 International students must pay attention to the validity period of their residence permit or visa. The punishment caused by failure to apply for extension after the expiration date or by overdue entry shall be borne by students themselves.

Article 50 International students who leave China after the completion of their academic study shall hold their valid passport to exit before their visa or residence permit expires. Those who, for some reasons, are not able to exit must submit the application and, upon approval, go through the procedures for relevant visa or extending the residence permit.

Article 51 Visas and ID documents are forbidden to be altered or damaged privately. Foreigners’ residence permit must be properly kept. if it is lost, report the loss immediately in order to invalidate the lost permit and apply for the re-issuance of it.

Article 52 All the expenses for residence permit, visa and extension shall be borne by international students themselves.

Article 53 In principle, the University does not invite international students’ relatives to accompany. In special cases, their relatives may, with the certifications issued by Hechi University, apply for L visa to Chinese embassies or consulates overseas,

Article 54 Usually, there is no permission for travel during their study. If they need to for special reasons, they shall get the approval from the University in advance. Those who leave Yizhou during holidays or vacations shall notify the university and may leave upon the permission from the university. Those who intend t to go to non-open areas in China for travel, visit and investigation shall apply in advance of one month and may set out upon the approval from relevant department. If going to open areas, they shall first go through the procedures of report and record. They shall fill in the application form and go through the report procedure (Refer to Procedure for application for leave). Then they shall hand in the approved Form of Application Report to International Exchange Office for record.

Article 55 Before they leave the university(due to transfer to another university, temporary suspension of academic study, drop-out, completion of academic study, graduation), they must settle the leaving procedures in line with relevant regulations, pay all the fees concerned, return all the relevant articles, books and certificates and leave China within the specified time.

Article 56 International students shall pay attention to personal and property safety. If anything abnormal arises, they shall report to relevant school, International Exchange Office and Security Department in time.


Chapter Ⅺ  Supplementary Provisions

Article 57 Matters not mentioned in the above regulations can be settled by reference to Regulations of Hechi University on Student Administration (Trial) (No.99, issued .in 2009..) and other relevant regulations.

Article 58 The right to final interpretation of this regulation belongs to International Exchange Office of Hechi University.

Article 59 This Regulation shall be effective as of the date of issuance.

Safety Manual For International Students


1. 房间内禁止使用电炉、电饭锅、烧水壶等电器及任何 800W以上的大功率电器;否则,由此引起的火灾等安全事故,由本人承担一切责任并负责赔偿。

The use of electric stovesrice cookerskettles and any high-power electrical appliancesin student dormitories is strictly prohibited so as to avoid fire and other security accidents.


2. 出门和临睡前检查自家的门、窗、水、电等是否关好,以免发生安全事故.

When you leave the dormitory and before you go to bed, make sure that doors, windows, water, electricity, etc. are closed, so as to avoid security accidents.


3. 室内禁止吸烟,禁止喝酒,不在住所内乱点蜡烛;

No smoking, no drinking, no burning candles in the dormitory.


4. 宿舍中避免存放大量现金,随身不要携带大量现金。银行卡与相关证件分开存放,外出时要锁好防盗门、防盗窗,防止被不法分子入室盗窃。

Avoid to keep a large amount of cash in the dormitory and do not carry a lot of cash with. Bank cards and passports should not be put together.


5. 要警惕上门推销的人员。对于陌生人,不要让其进宿舍,并注意看管好电脑、手机、现金、护照等贵重物品。在洗澡、洗衣服、睡觉时,如果其他舍友不在,请注意关好门窗,防止被不法分子入室盗窃。

Be alert to salespersons. Don’t let strangers. When strangers are around, be sure to take good care of your computer, mobile phone, cash, passport and other valuables. When you are alone in the dormitory,  make sure to close doors (even when you are taking a shower, washing clothes and sleeping), to prevent burglary.


6. 休息时间,禁止大声喧哗。

During break times, don’t not speak loudly.


7. 原则上,男生禁止进入女生宿舍。女生也不可以进入男生宿舍。尤其是过夜。无特殊原因,男生不宜在女生宿舍逗留超过30分钟。

In principle, boys are not allowed to stay in girls’ room, and vise versaespecially for the night.Without any special reasons, boys had better not to stay more than 30 minutes in girls’ room.


8. 不得将钥匙转交或私配给任何人。离校退房时必须将房间钥匙退还给国际交流处。否则由此产生的一切经济和法律后果由其本人负责。

Do not give the room key to anyone. You must return your room key to the International Affairs Office when you leave school. Otherwise, you should take the responsibility for the loss.


9.应避免夜间或单独出行;

You should avoid going out at night or alone. It is advised to have friends around when going out.


10. 晚上回校不要太晚,以免影响第二天上课。宿舍大门于1130关门。

Do not come back too late at night . The dormitory gate closes at 11:30 pm.


11..不要将个人护照、学生证、食堂卡等个人证件借给他人,以免带来不必要的麻烦;Do not lend personal documents to others such as  passport, student ID card, campus card and so on, so as not to cause unnecessary trouble;


12.不要将个人信息资料(包括住址、手机号码等)随意提供给他人,以防被人利用;

Do not send personal information (including address, mobile phone number, etc.) to others, to prevent being used in ill means;


13. 不要轻易相信陌生人,更不要将钱借给不了解的陌生人;

Don't trust strangers easily, or lend money to strangers you don't know;


14. 不要轻易相信网络或手机信息; 注意识别假网站、假链接,网上支付时使用比较安全的安付通、支付宝、U盾等网上支付工具。调查显示,80%以上的网上购物诈骗是因为没有通过官方支付平台的正常交易流程进行交易。

Think twice when you come across online information or text messages you receive. Be alert to fake websites and fake links which will result in fraud. For online payment, it is advised to use safe online payment tools like Alipay and Wechat Pay. According to the survey, more than 80% of online shopping fraud is due to transactions that have not been done through the normal transaction process of the official payment platform.


15. 如果发现自己身体不适,请及时就医。如果不知道在宜州如何看病,请务必向老师咨询。千万不要因为怕麻烦而耽误治疗;

If you find you do not fee well, see the doctor in time. If you don’t know how to see the doctor in Yizhou, don’t hesitate to consult the teacher for information.Do not delay the medical treatment.


16. 凡是外出离开宜州的,务必提前告知国际交流处办公室,并与老师和同学保持联系;

If you want to leave Yizhou for trips, always make sure to let teachers know and get the permission. Always keep in touch with teachers and friends anywhere and anytime.


17. 不乘坐超过3人的电动车;不下河游泳,严防溺水;不进营业性网吧、歌舞厅、游戏机室、酒吧等场所, 禁止参与打架与赌博。

Do not ride more than 3 persons on a scooter/electrombile.

Do not swim in the river.

Do not go to cybercafecomputer games rooms, bars/pubs/clubs outside the campus.

No fighting and no gambling.


18.远离行为不端的人,不结交校外社会靑年,与陌生人打交道要小心谨慎,防止上当受骗。

Get away from misbehaved people. Be careful with strangers to prevent deceit

19. 在商店购买较大金额的物品时应向售货员索取发票,以便发现质量问题,凭发票向商店调换或退货;

When purchasing a large amount of goods in a store, remember to ask for the invoice/receipt. Should there be any quality problem, the invoice /receipt will be helpful.


20. 在取款机(ATM)上取款时,遇到身边有人时,不轻易输入密码;遇到取款机发生故障时,不要离开取款机,立即拨打银行电话。

When withdrawing money on the ATM, be careful when you input the password; If the ATM is out of order, do not leave the machine. Phone the bank or friends for help immediately.


21. 遵守交通法规,注意交通安全;穿越马路要走人行横道线,不闯红灯,不骑车逆向行驶;靠右行走;

Obey the traffic rules and regulations. Do not run the red light. Walk on the pavement when crossing the road. Keep to the right side. Reverse driving is not allowed.

22 无中国合法驾照者,严谨驾驶机动车(汽车、摩托车等)

Without Chinese driver's license, it is not allowed to drive motor vehicles (cars, motorcycles, etc.)


23 绝对不能酒后驾车,以防交通事故发生。

Drunk driving is prohibited.


24. 外出时要注意保管好自己的钱包、证件(如护照、居留证、学生证 等),尤其是在商店里、公共汽车、景点等较拥挤的地方,将背包放在身前,提高警惕;请注意自己的人身和财务安。

When you go outkeep your wallet, documents (such as passports, residence permits, student ID cards, etc.) safe, especially in shops, buses, attractions and other  crowded places. Put your backpack on the front and to be alert to your personal and financial safety.


25. 外国留学生在校学习期间,应集中精力学习,积极参加各项集体活动,争取做到不请假、不缺课。

During the study period, international students should concentrate their efforts on studying and actively participate in various activities.


26. Buddy Program鼓励留学生和中国学生一起学习语言,一起讨论生活,一起参加活动,促进相互交流,共同进步。

Buddy Program encourages international students and Chinese students to study languages together, discuss life together, participate in activities together, promote mutual exchanges and make progress.


27. 留学生可以在课余时间到外地旅游。

外出旅行时,一定要带上护照,并要保管好证件和贵重物品。

旅游的地点,一定要选择中国境内对外国人开放的地区。未经允许,不得进入未对外国人开放的地区和场所。

旅行只能在周末、节假日和寒暑假里进行。学习期间不能请假外出旅行。

International students can travel in your spare time.

Be sure to bring your passport with you while you are traveling, take good care of your ID documents and valuables.

You are allowed to visit places/attractions open to foreigners. Without permission, foreigners are not allow to visit places that are not open to foreigners.

Travel can only be done on weekends, holidays and summer/winter holidays. During the study period, it is not allowed to go for trips.


28..留学生应妥善保管好本人护照并注意签证、居留有效期,必须在有效期内出境,逾期非法停留产生的一切后果自负。

X1签证的外国留学生,须在入境之日起30天内申请换发居留许可。

International students should take good care of your passport, and pay attention to the visa, residence validity, and must exit before the visa expires. Otherwise, you should take the responsibility for overdue stay.

X1 holders are required to apply for residence permit within 30 days since the entry date.


29. 持学习类居留证件的外国人需要在校外勤工助学或者实习的,应当经所在学校同意后,向公安机关出入境管理机构申请居留证件加注勤工助学或者实习地点、期限等信息。留学生要做符合签证要求的事情,你们的签证是学习,不能从事其他,比如经商,工作等。
   持学习类居留证件的外国人所持居留证件未加注前款规定信息的,不得在校外勤工助学或者实习。


If foreigners holding residence permit for study want to do off-campus part-time job or internship, you should get the approval from the University and apply to Exit-Entry Administration Department of Public Security Bureau.


30. 外国人在中国居民家中住宿,在城镇的,须于抵达后24小时内,由留宿人或者本人持住宿人的护照、证件和留宿人的户口簿到当地公安机关申报,填写临时住宿登记表;在农村的,须于72小时内向当地派出所或者户籍办公室申报。

(如果你的中国朋友邀请你到他的家里玩,住在他家,就要告知他的家人报告当地派出所)

If you stay at a Chinese resident’s home, you will be required to submit a temporary residence registration form to the local police station within 24 hours after arrival with the help of the host)


31. 《中华人民共和国外国人入境出境管理法实施细则》第四十二条规定:对非法居留的外国人,可以处警告或者每非法居留一日,处500元罚款,总额不超过5000元,或者处3日以上、10日以下的拘留;情节严重者将被限期离境。

Foreigners who illegally stay in China in contravention of the provisions of Articles 16, 19 and 20 of the present Rules may be served a warning, fined 500 yuan (RMB) per day for the period of his/her illegal stay in China with the total sum of fine not exceeding 5,000 yuan (RMB), or detained from 3-10 days. Those whose offenses are serious may at the same time be ordered to leave the country within a specified time.


32.出借本人护照供他人使用者,给予严重警告、记过处分;造成严重后果、被公安机关予以行政或刑事处罚者,给予开除学籍处分。

Foreigners who lend passports to other users, will be given a serious warning, demerit. If serious consequences arise, those who are punished by the public security bureau will be dismissed from the University.

Content:

1. To ensure your safety, you are required to inform the office

teachers (Ms Linda/Ms Meng) whenever you leave Yizhou for

traveling or other private reasons, and keep in touch with teachers

and your friends anytime anywhere.

If you leave Yizhou without notice and out of contact for

more than 7 days, a report will be submitted to the immigration

department and your residence permit will be cancelled.  

2. Observe the university regulations. Do not go out after 11:30 p.m. without fair reasons. Make sure to come back to dorm before

11:30 p.m..

It is required to show your ID and register your information at the guard room for going out/coming back after 11:30 pm. Otherwise, you are not allowed to go out/come in.

From today on, bring your student ID card with you. Register if you go out/come back after 11:30 p.m..





3. Do not bring strangers (people who are not your schoolmates) to dormitory. Do not let them stay at dorm for the night.

4. Be careful when you drive a scooter. Slow down the speed,

observe traffic regulations and pay attention to the traffic safety.

Do not ride more than 2 persons on a scooter.

There are designated places for parking and charging your scooter.

Do not use the emergency power for charging.

5. Absence and final examination qualification: if you are absent

from classes for more than 3 times for a course, you are

disqualified for final examination of that course. You are required

to pay and repeat the course.

6. Academic work shall not be affected/delayed/given up by

off-campus internship/work. It is prohibited to work in such places

as KTV, bars, pubs and other places involved entertainment,

gambling, prostitution, gang, drug etc.. Students are not allowed to

do business or other commercial activities. Don’t work off-campus

before adding work-study note to residence permit is approved.

Please keep the blue receipt from the bank. There is information about your name and bank account. Must provide the right name and card number (about your name, must refer to that blue receipt) when you register for Alipay or Wechat Pay.

Service Hours

1. Service hours: 9:00 a.m.- 5:00 p.m., Monday–Friday(Except national holidays)

At the end of the month and the beginning of the month are the busiest period for the bank, while it is less busy in the middle of the month. It is suggested to come in the middle of the month.

2. During 12:00-14:30, only one counter can provide service. Try to avoid this period for business.

3. It is preferable that you are accompanied with a Chinese who is proficient in English or your mobile phone is equipped with translation APP.

Opening an Account

1. Passport review: make sure your passport and visa are valid

2. Prepare the required fee for opening an account: at least 6 RMB

3. Ensure your mobile phone can be connected and can receive SMS.


Western Union

1. Transaction with a larger amount of money at a time is recommended so as to reduce the number of business operations.

2. Western Union supports five currencies: USD, EUR, GBP, AUD, and JPY. If the local currency used by the remitter is not the five currencies above, the sent money will be automatically exchanged to one of the five currencies above by the remittance company. Please check the currency and amount of money exchanged by the remittance company.

3. The receivers name must be exactly the same as that on the passport. Send your passport page to the sender before sending money to make sure your information is correct.

4. Prepare two photocopies of your passport and fill out the Western Union form. In order to save your time, please consult the reception manager first.

5. Fill out the required information: bank account number, MTCN, amount of money, senders name. Check all the information is correct before handing in to the reception manager.

IV. Notes on Book Borrowing / Returning

1. Books in Room 201, 301, 302, 401 and 402 can be checked out, books, periodicals and newspaper in Room 202, 502 and 505 cant be checked out but for reading in the library only.

2. Each ID can borrow 10 books at most. Please note to return books in 30 days. If books are not returned on time, you are not allowed to borrow any books until you bring back the overdue books.

3. Check to see if there are any marks or torn pages before you borrow and return the books. If there are any stained or torn pages, report to the librarian. Take good care of the library books. Do not stain or damage or write on the books, otherwise you will be fined ( 0.5 RMB/ page). If books are lost, you are required to compensate 3 times of the original price of the lost books.
